My choice is unequivocally FDR. He brought the US government more into the daily lives of the individual by a quantum leap, enormously increased the power of the executive branch, locked up without compensation an entire race for several years, made enormous concessions to the Soviets after WWII that more or less negated any good that might've come out of the second world war, destroyed the gold standard and ultimately left a legacy of a government far more active in the market, far more interventionist in the world, and far more centered on the executive branch, and an executive branch shrouded in secrecy at that.
