Well that discussion is more about the health effects of marijuana and whether it should be legalized as opposed to marijuana in general.
Anyways, as for books, if you don't mind reading on your computer, good places to check for books are http://gutenberg.org and http://en.wikibooks.org. Lots of good, classic, very influential books were published before Jan. 1, 1923 and are therefore copyright free in the US and the EU. In other words, there's a good chance you can get them on the internet in one of the above archives. Heck its fairly easy to get copyrighted books if you really want to, but it requires more searching.
As for the two books you specifically mentioned above, a gigantic amount of articles and books by Marxists are available for free here: http://marxists.org

Though it's not a book, it's more like 3 to 4 chapters, so it's not that hard a read. Das Kapital, a book on Marx's economic ideology, however, is entirely different. It's very, very, very, very long, but also very important. I recommend reading this synopsis by Engels (Marx's best friend) first: http://marxists.org/archive/marx/works/1867-c1/1868-syn/index.htm
As for the Anarchist's Cookbook, from what I've heard it's mostly bomb recipes, and most of them are wrong and could possibly kill you if you tried them. If you want to read the intellectual part of Anarchism, well I haven't done it, but from what I've heard, good places to start are what's been written by Proudhon, Bakunin, and Kropotkin.
